Torture is becoming the norm

December 14, 2012 it was presented a report of the International Organization for Penal Reform, prepared for Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Ukraine.

In the two-faced and toothless report is summarized that torture are the norm, and no any assistance from the Ombudsmen, as they are always on the side of authorities.
