The State Security Service of Azerbaijan opened a criminal case following a cyberattack on the MIDA system

The State Security Service of Azerbaijan has opened a criminal case following a cyberattack on the “Affordable Housing” system of the State Housing Development Agency (MIDA). According to Report, the incident occurred on December 3, 2025, during the sale of 627 apartments under new MIDA projects through the e-Government portal (www.e-gov.az).
During the transaction, the State Security Service, the State Service for Special Communications and Information Security, and MIDA ensured system security.
Several attempted cyberattacks were detected during the process, but they were promptly identified and neutralized. The State Security Service has opened a criminal case based on the registered incidents.
“It was established that Azerbaijani citizens J. Suleymanli and T. Abdulov, using special software obtained and adapted in advance, illegally interfered with the operation of the ‘Affordable Housing’ information system, attempting to expedite the process of obtaining apartments for third parties and provide them with illegal advantages. Their actions seriously interfered with the normal functioning of the computer infrastructure on the day of the sale,” the State Security Service noted.
The suspects have been charged under Articles 273.3.1 and 273.3.2 of the Criminal Code of the Republic of Azerbaijan. Investigative and operational activities in the case are ongoing.
