“The Audit Chamber, if wish, enable to find abuses of corruption in any Azerbaijani state institution. There is no one, in operation of which the citizens would have sent complaints, and journalists prepared exposing publications. There is no case of conducting the investigative actions, at least formal inspection due to publications in mass-media.
The author of the article wrote about the fact how employees of the Department for landscaping plants and their protection of the Executive authorities of Baku had refused to cut down and took away dry old trees, which had threatened to life of the citizens in the capital, on address-Narimanov Street, 5, and being came they had extorted money of habitants. There was sent a written complaint in virtual window for reception of complaints in an official site President.az But, nobody was punished for obvious extortion, there was no even official response. Then, why do they receive the complaints of citizens?
In 2011 President signed a decree on cancellation of the permits for construction of private 1-2 storey houses. The citizens were rejoiced, saying that now it is enough to send only a letter of notification to the local authorities together with a house project, and wait for the response with agreement to build, if the project is normal. This decree has remained on the paper. The system, which acceptance has been thought up as a blow on bribery in the local bodies of executive authorities, does not work. Contact.az repeatedly informed about it, in one of the last publications it has been given the names of two citizens, who concerning this issue had applied with complaints to the Apparatus of the President. Complaint concerned an open extortion of money in Districts Executive authorities. There has nothing been changed. Not being received bribes, the Executive authorities of the Districts do not permit to build, referring to mythical obstacles: absence of utility services or congestion of available…”
