It is preparing a law on providing freedoms of non-free persons

The draft law “On ensuring of the rights and freedoms of persons held in custody” in the third reading was passed at the plenary session of the Milli Mejlis. According to the 1 news.az, with information about draft law made a speech Ali Huseynli, a Chairman of the Committee on Legal Policy and State Building of the Milli Mejlis. Consisting of 50 articles a draft law regulates the rights and freedoms of persons held in custody, arrested or detained in accordance with standards established by the Criminal Procedure Code of Azerbaijan Republic.

According to A. Huseynli, the document conforms to international standards. The draft law reflects the basis of providing treatment in prisons and the legal status of prisoners.  The draft law states that women prisoners are allowed to carry children less than 3 years of age, and pregnant women create the best living conditions, provided the special care and they provided food for special requirements. Time for them to walk is set for 2 hours in excess of the norm. Also, the draft law states that prior to placement in prison inmates within 24 hours to undergo a medical examination required by fixing the results. According to the draft law in prison is created the conditions for religious ceremonies which may take place with the participation of religious leaders.

Question is arisen, and whether without the law the rights and freedoms of persons held in detention were not provided?
