The criminal case of bribe-taking officials will be reviewed

The Supreme Court has completed a hearing on a cassation appeal against the verdict against the director of the Barda Vocational Lyceum, Shamil Shukurov, and the chief accountant of this educational institution, Elman Akhmedov, oxu.az reports. At the trial, chaired by Judge Vidadi Jafarov, a ruling was read out, according to which the lower court’s decision was completely overturned. The case was sent to the appellate court for retrial.

According to the verdict of the Ganja Court for Grave Crimes, both citizens were given a suspended sentence. The preventive measures taken against the accused in the form of house arrest and police supervision were replaced with a written undertaking not to leave. The defendants petitioned for their acquittal.

A criminal case was initiated in 2021, when employees of the Main Anti-Corruption Directorate under the Prosecutor General detained Sh. Shukurov and E. Akhmedov.

During the investigation, it was established that Sh. Shukurov, in a preliminary conspiracy with the chief accountant, in the 2019/20 and 2020/21 academic years created conditions for 50 students who studied on a free basis for actual non-participation in the educational process, took away their scholarship cards in in exchange for permission not to attend the classes and a promise to patronize them. Thus, he cashed out 19,700 manats, sharing it with Elman Akhmedov.

Sh. Shukurov and E. Akhmedov were charged under articles 311.3.1 (receiving a bribe by a group of persons by prior conspiracy) and 311.3.3 (receiving a bribe on a large scale) of the Criminal Code of Azerbaijan. By decision of the court, a preventive measure was chosen in the form of arrest against Sh. Shukyurov, and police surveillance against E. Akhmedov.
