International Organization for Legal Research (IORL) was established in 1996 in Tbilisi (Georgia) by a group of scientists and legal practitioners from Azerbaijan, Belarus, Belgium, Germany, Denmark, Georgia, Israel, Russia, USA, Ukraine and other countries – who participated at the conference “The history of freedom is the history of procedural guarantees”.
As a legal entity the organization was registered with the Ministry of Justice of the Azerbaijan Republic on March 15, 2006, after going through court and appeals to the European Court of Human Rights. The State Numberroster is 1106-Q9-2032, Tax number: 140 883 891 and identification code number: 3299690.
The IOLR is registered as partner of the UN Department on Economic and Social Issues.
